A primary objective during the construction period is to keep traffic flowing throughout the period in order to minimize disruption and hardship to road users and other stakeholders in and around the area. Yes! Diversionary routes will help minimize the impact on road users during the construction period and create a more efficient environment in which the construction activities can be conducted.

In general the 1st 6km of road will be expanded to 6 lanes although in some areas such as where additional turning lanes are provided the road width will actually be more than 6 lanes. The road from Km 6 to 23 will be a combination of 4-6 lanes or wider (eg where turning lanes or bus lay-byes are constructed). Beyond Km 23 the road will remain 4 lanes

Yes. Our plans include expansion of existing roundabouts eg to expand them from 2 to 3 lanes and to include new turning lanes. We also plan to build entirely new roundabouts in some locations. Furthermore designated areas where buses and taxis can set down and pick up passengers will be constructed.

Funding for the project is being provided principally through a combination of debt and equity sources obtained locally and overseas. Financing is being raised privately by Lekki Concession Company Ltd the Concessionaire and is not open to the public.

Tolls provide the Concessionaire with the revenues required to recoup the cost of investments service and repay the debt and meet capital and operating costs. All capital regardless of whether it comes from debt or equity sources has a cost associated with it. There would therefore be an impact on the level of tolls whichever source capital is used. Recognizing however that the cost of debt is normally different to that of equity different ratios of debt and equity in the capital structure will have different levels of impact on tolls

Various waivers consents and undertakings have been applied for from The Federal Government. Eg certain tax exemptions will be granted to Lekki Concession Company Ltd the Concessionaire through the project being formally awarded a Pioneer Certificate. Good support advice and encouragement have been received from various Ministries and Departments of the Federal Government.

2.       Public Transport Discount: This discount applies only to commercial danfo minibuses. They will enjoy a 47% reduction off the standard toll tariff for vehicles in their classes only if their vehicles are registered to pay for their tolls using eTag

There will be 3 Toll Plazas in all. The 1st will be located near the Palms Shopping Complex (Km 3); the 2nd near Chevron (Km 13); and the 3rd near Crown Estates (Km 23).

Security measures will include effective policing routine security patrols and well-maintained street lighting amongst others. Our Toll Free Customer Helpline number 0800 22 555 22 (0800 CALL LCC) will also be prominently displayed at convenient locations along the axis in the event that emergency assistance is required.

The Coastal Defence Works recently undertaken at Bar Beach do not have a direct impact on the expansion and upgrade of the Lekki-Epe Expressway. The timing of the construction of the Coastal Road however is directly dependent on the success of the Coastal Defence Works. This recognizes that some time is required to verify the success of the solution provided by the Works in solving the historical problem of coastal erosion at Bar Beach.
